Come on have to use something else to defend bush on how smart he is. I mean I highly doubt he punctuates any better then he pronounces the words he uses. Not intended to be an insult but I mean people write the speeches for him at least he could read and pronounce the words right.

Actually it was a ‘tag question’, rather than an indirect question. You’re allowed to use question marks at the of a tag question. Tag questions are frequently used in sentences that express an element of surprise or sarcasm
